Life in a Special Economic Zone

Special economic zones in India continue to be seen as vehicles for social and economic development. The article describes how resident communities of an SEZ in Sri City, Andhra Pradesh, experienced a series of livelihood transformations that were mediated strongly by capabilities and aspirations. Divergent social and economic outcomes were created for respondents living in and navigating through a transition–transformation–aspiration continuum. The SEZ creation legitimised precarity by engendering casual, insecure, and unprotected labour relationships. The article suggests that SEZ performance be evaluated by metrics that incorporate an explicit focus on the enhancement of capabilities.

Scaling Up, Scaling Down

Focusing on the Delhi-Mumbai Industrial Corridor, an attempt is made here to understand how central and regional governments are rescaling and restructuring power and governmental authority in terms of the governance and planning arrangements of mega-projects. Mega-projects are emerging as spaces of exception in economic as well as governance terms with far greater involvement of private actors, and constant negotiation of the central and state governments.

Karnataka: SEZs and the Environment

A recent workshop on coastal SEZs in the state sought to highlight the importance of such zones, provided an overview of the rules, regulations and incentives, the possible implications for the environment of the region, and the importance of ensuring transparency in conducting an environmental impact analysis.

Exim Policy 2002-07

Against the background of the dismal export performance in 2001-02, the Exim Policy had to be made to sound ambitious and innovative. However, in effect it amounts mostly to continuation of existing schemes. The real snag is the lackadaisical attitude of the central and state authorities in implementing policies, as is so tellingly brought out by the progress, or lack of it, of the Special Economic Zones scheme.
