No Country for Transgenders?

More than a year after the historic passage of the Rights of Transgender Persons Bill, 2014 in the Rajya Sabha, attacks on the lives and dignity of transgender persons continue with impunity. The lack of political will is clear as the government attempts to push for a heavily diluted legislation in place of the Rajya Sabha-sanctioned long-suffering community.

Politics : Gone Awry

The six-week long deadlock between the government and the opposition which had paralysed parliament has been resolved at last after the meeting of the prime minister and the leader of the opposition on Monday in the Lok Sabha speaker’s chambers. It would now seem that there will be some semblance of discussion of the union budget for 2001-2002 before it is passed by the Lok Sabha, unlike in the case of the railway budget which was adopted by a voice vote without a debate in an unruly house. The deliberate effort to bring the functioning of parliament to a standstill was shameful, of course. It was also futile in even the pettiest, most short-term political terms.

Indrajit Gupta had an uninterrupted parliamentary career from 1960, with a gap of two-and-a-half years from 1977. The suavity of his parliamentary performance had depth. The Lok Sabha gradually lost its lustre, it became plebianised without being proletarianised. Gupta had little illusion about the effectiveness of setting aside precious hours that could have been used for trade union work for silly parliamentary chores. He must have also realised in later years the anomaly of representing a constituency where his own party was a growing non-entity. But the gentleman in him was able to tuck in his unhappiness with a sangfroid that could not but command respect.

Cabinet-making and Unmaking

Never have central ministers been so uncertain of their portfolios as in the last three years, never have ministries or departments been under so rapidly shifting leaderships. This has damaged not only the decision-making process but also the never-too-strong infrastructure in several ministries like External Affairs. It does the prime minister no good if ministers are seen by civil servants as men of straw. Rajiv Gandhi will be well advised, therefore, to make his next cabinet reshuffle the last till the next Poll.
