The National Logistics Policy, 2022

The Government of India brought the National Logistics Policy, 2022 envisioning improvement in India’s logistics infrastructure and services. However, the policy has several incongruities, which, if addressed, can make a signifi cant improvement in India’s logistics functioning, including enhanced ease of doing business.

Container Crisis and High Freight Costs

The COVID-19 pandemic and subsequent worldwide lockdown(s) have adversely affected the functioning of global supply chains. The restrictions on navigation of vessels across the global supply chains resulted in acute shortages of the containers, subsequently escalating ocean freight rates. High freight rates have severely affected India’s exports competitiveness in the global markets. The crisis has exposed the lacklustre approach of the government in dealing with container shortages, leading to skyrocketing freight rates.

 

Cultures of Repair

The labour of repair rooted in tutelage and kinship, and the loyalties and discontents that surround repair worlds regulate social order. They recast questions of interdependence and difference in cities. Kolkata’s cargo-cyclists and repair workers who assemble and maintain these old vehicles redeem the city from its disrepairs. Their location and lives are read against the history of capital, contemporary infrastructure building and the logistics of labour. While tutelage fulfils the promise of labour for those who were previously excluded from it, the kinship fostered in Kolkata’s repair worlds continues to keep workers at the margins of capital and profits.

 

Community Self-governance in Education

The dominant discourse in relation to education of Scheduled Tribes and other so-called weaker sections remains mostly concerned with logistics of providing a package. The inherited colonial dispensation that controls education, its institutions, and governance, is treated as a given absolute. It is to be recognised that not merely education for all, but the democratisation of education lies at the core of justice in education. The struggles for self-determination and self-governance by Adivasis have provided ample legal space to alter the present governance in education to democratise and establish community self-governance in education.
