Land Regulations and Doing Business in Himachal Pradesh

Land management has a far-reaching effect on growth, distribution of incomes, and spatial spread of economic activities. The governments, therefore, play a crucial role in establishing and supporting an ecosystem for firms by enacting laws and making rules that establish and clarify property rights, reducing the cost of disputes resolution and increasing the predictability of economic transactions. This article attempts to carry out a diagnostic analysis of land laws and practices in Himachal Pradesh and identifies the problem areas for regulatory reforms and makes a case for taking up regulatory impact assessment.

The National Logistics Policy, 2022

The Government of India brought the National Logistics Policy, 2022 envisioning improvement in India’s logistics infrastructure and services. However, the policy has several incongruities, which, if addressed, can make a signifi cant improvement in India’s logistics functioning, including enhanced ease of doing business.

Doing Business Rankings: Reforms Must Focus on On-Ground Realities for Trade Facilitation

The latest Doing Business (DB) 2020 report places India 63rd among 190 countries, 14 places ahead of its position the previous year. While reforms in the areas of enterprise promotion and reducing red tape are always necessary, reform measures exclusively to attain a higher rank might jeopardise the priorities of that sector. The real success of a higher rank in DB could be in the form of hard infrastructure and last-mile connectivity rather than reducing a few certifications and office visits, making DB reforms go beyond just serving a higher rank.
