‘Atmanirbhar Bharat Abhiyan’

Over the last two decades, India’s participation in global value chains and international production networks have improved, but the domestic value added embodied in gross exports has exhibited a fluctuating trend. In 2020, India launched the “Atmanirbhar Bharat Abhiyan,” where enhancement of the DVA content of exports can be considered as an underlying objective. The impact of various factors of production and other drivers on India’s DVA content in select manufacturing exports have been identified in this paper with help of trade in value added data for 2000–18. The empirical results indicate that the focus on export and FDI promotion policies by itself will not lead to either self-reliance or address employment worries in India. A coordinated effort towards labour skill augmentation along with technology transfer will be instrumental in this regard.

India’s Contract Farming Act

The Farmers (Empowerment and Protection) Agreement on Price Assurance and Farm Services Act, 2020 is an important legislative landmark in the context of Indian agricultural policy. The major concerns relating to the adoption of the contract farming system in the Indian context are proposed to be resolved through the enabling legislative measures proposed in the act. This paper critically examines the various provisions contained in the act to assess its potential in mitigating the key concerns of adopting the CF practice in India.

Atmanirbhar Bharat Abhiyan and Agriculture

In this short note, we critically examine two proposals specific to agriculture announced as part of Atmanirbhar Bharat Abhiyan and the subsequent ordinances. We argue that while the investment in infrastructure is a welcome step, market reforms proposed are inadequate to improve the prospects of smallholder farmers. An enabling ecosystem that enhances the market power of farmers must be created for smallholders to take advantage of the reform measures.
