Affordable Rental Housing Complexes Scheme and Private Rental Housing in Indian Cities

Intended or not, projects under the Affordable Rental Housing Complexes scheme will compete with private rental housing options in Indian cities. Examining the scheme guidelines and using data from the National Sample Survey Office, this article establishes the dimensions of this competition, and the chances of ARHC projects to participate in the `1.2 lakh crore rental housing market in urban India. ARHC projects could have better quality/rent ratios as compared to private rental housing. However, their profit-centred models will face locational and management disadvantages, and also reduce tenure security, leading to lack of demand and limited outcomes.

The Pradhan Mantri Awas Yojana, a central government scheme of subsidies for low-income housing, is singularly unimaginative and poorly thought-through. It is unlikely to deliver worthwhile results. The promised funds could be far more effectively deployed if used differently. This article examines the scheme's deficiencies and suggests options that should be explored. It also considers the Model Tenancy Act of April 2015 and the National Urban Rental Housing Policy (Draft) released in October 2015. The article argues that these policy statements are unlikely to lead anywhere, at least in regard to increasing the supply of rental housing to low-income groups.

In a country where a large chunk of housing wealth sits idle, a thicker housing market will set into play many welfare enhancing factors, such as greater geographical mobility of labour, a national housing market, a spurt in new construction, spillover effects in a range of other industries and a general boost for the economy. The time is ripe for the well-established players in the housing finance sector to introduce these products. If necessary, the government could provide fiscal benefits to give an initial boost to such activity.
