After years of talking and planning, Calcuttas civic problems have begun to be tackled or so it appears. The general framework of reorganisation is provided by the plans prepared by the Calcutta Metropolitan Planning Organisation; the executive authority approving it is the Calcutta Metropolitan Development Authority (CMDA); and the various public authorities are the implementation agencies.
