Urban Planning: Who Is the Deity?

The article, “When Planning Becomes a Ritual” (EPW, 23 May 2015) by Shirish B Patel, presents an analysis of the content of the draft development plan of Greater Mumbai, 2034. If planning has become a ritual and puja is a ritual as an analogue, then the question is: Who is the deity? Patel writes in his article that it is the builders and greed.

Of course, Patel is only talking about blueprint planning which is the dominant mode of urban planning even today in India. By its very design, blueprint planning permits entry and enhancement of the brick and mortar sector. What Patel does not explore are the factors that have led to the changing deity of blueprint planning in Bombay/Mumbai.
