India’s third largest state by population — Bihar — is truly in the state of decay and darkness (Shobhit Mahajan, “Decay and Darkness in Bihar”, EPW, 10 January 2015). Despite fertile agricultural lands and other natural resources, Bihar presently seems to be in the Hobbesian state of nature. This is the result of a decreasing effectiveness of government which has led to the recurring failure of its policies.

There has been the lack of infrastructure, first neglect of existing ones and then an inability to add anew, which has led to an acute insufficiency of public amenities. The education system has become ineffective, producing a low-calibre workforce with even lower employment potential.
