Abstract of the Article: The author reflects on the cultural and intellectual life of India's capital Delhi, which was back then still considered backward in comparison to the cosmopolitan character of Mumbai (erstwhile Bombay) and Kolkata (erstwhile Calcutta). He argues that the capital has been monopolised by three types who seem to feed on each other - politicians, bureaucrats and diplomats.
