Undermining Panchayats
It is more than three years since the Gujarat State Third Finance Commission (GSTFC) was constituted in February 2011. Going by information available, it is yet to submit its report. On its third extension, it is apparently now in a self-fulfilling phase in utter disregard to the plight of local self-governments in Gujarat.
It has completed its work, as a local daily had highlighted the key findings of the GSTFC some months back. Yet, merely to retain their privilege and position, the GSTFC has sought and received a longer third extension up to 31 December 2014 at the behest of its members with political affiliation. In the process it has withheld submission of its report which was due by December 2013 at the completion of its second extension. This delay could even make its report infractuous as the five-year period for implementation of the Commission’s findings will expire in March 2015.
