Whether the parliamentary system has really been assimilated by the Indian people may still be an open question. The big changes that have been effected in recent years may all be said to have been brought about by the methods of agitational politics rather than through Parliament. The Government’s re-sponse to the people for modification or change in policies has not been the result of a series of by-elections.
