Respect Urban Local Governments

This is in response to the article “A Glass Half Full? Urban Development (1990s to 2010)” by Meera Mehta and Dinesh Mehta (EPW, 10 July).

In defining the reasons for the failure of the Jawaharlal Nehru National Urban Renewal Mission (JNNURM) to achieve its goals we need to examine why urban reforms have not worked individually or collectively for all the stakeholders. Over and above the factors already mentioned in the article, some other process factors also contributed to its current status.
