Universities, National laboratories and Scientific research

With reference to the ongoing discussion on the quality of research in science in India (June 14, 2008) I wish to make a few comments:

(1) The academic institutions including universities and the Indian Institutes of Technology have the responsibility of teaching and conducting basic research. The national institutions/research laboratories are supposed to take the manpower trained in these institutes and develop technologies needed by industry as well as society. Though industry has research wings, they confine themselves to narrow areas of immediate interest and make the output unavailable to others.
