Bhutan: Dutch Disease and Possible Alternatives Available

Bhutan's foreign exchange reserves have risen in the past few years to levels that more than adequately meet the country's balance of payments needs, leading to excess liquidity. As long as this balance of payments surplus persists, liquidity will keep being pumped into the economy. What steps can be taken by the authorities in such a situation?
