In a classic example of doublespeak, the government recently clarified that restricting access to “file notings” in the Right to Information (RTI) Act would, in fact, improve people’s accessibility to information. “File notings” that refer to the specific remarks or comments made by bureaucrats or decisionmakers in a file are vital revelations regarding the processes of decision-making.
