Nuclear Deal and Energy Security

The US secretary of state Condoleezza Rice has listed out several benefits of the Indo-US nuclear agreement. In an article in the Washington Post she termed the deal as “an opportunity the US can’t miss”. One of the benefits listed is energy security. “Our agreement is good for energy security. India, a nation of a billion people, has a massive appetite for energy to meet its growing development needs. Civilian nuclear energy will make it less reliant on unstable sources of oil and gas.”

On a plain reading of the quote it might appear that it is India’s energy security that she has in mind. We must remember, however, that the article was meant primarily for US readers who needed to be reassured that the nuclear deal was not a sell-out. The expression “energy security” has therefore to be understood to apply as much to US as to India.
