Command Area Development

The new guidelines on the command area development programme envisage the imposition of a 10 per cent user charge on farmers as maintenance charges for irrigation systems that ostensibly benefit them. However, considering the unwillingness of farmers to pay one more 'tax', the guidelines do not quite elaborate as to how this charge will be levied. In other areas, the guidelines are quite out of touch with ground level realities.
