Unreasonable Ambivalence According to the report released by the UNHCR on the occasion of World Refugee Day on June 20, more refugees in the last decade have fled persecution in their countries of origin than ever before. Refugees, in humanitarian discourse, are differentiated from migrants and the homeless, as those who have fled their country of origin, because of well-founded fears of persecution.
