WEEKLYECONOMIC AND POLITICAL Not so Transparent The periodic rejuvenation of the institutions of democracy is imperative if the system of democracy is to survive. Without this there is every danger of its slow decay and eventual displacement by authoritarian systems. Such an overhaul is set to occur willy-nilly when there are elections, even if, one would contend, there is no change in government. In the event of a change in political leadership at the helm, especially when the retiring regime has been consistently charged with devaluing autonomy and scuttling the norms of democracy, there is an expectation that good governance will be accompanied with a widening and deepening of democratic processes and greater transparency.
