Sharad Pawar, the new union minister for agriculture, consumer affairs and food supply, has not only promised to double the availability of institutional credit for agriculture in the next three years, but also to reduce the rates of interest on such credit. Evidently this has the blessing of P Chidambaram who has, with grave dismay pointed to the inefficient credit flow to the sector even though non-performing loans were lower than in the industrial sector. Everybody is convinced that credit flow to agriculture has been poor. The question, however, is how to redress the situation.
