Options under TRIM The search for policy tools to ensure the fulfilment of development goals, under increasingly deregulated and legally binding trade regimes, is an important pursuit for developing countries. As commitments under the WTO oblige member states to open up their capital markets, the competition for foreign direct investment has become more intense, as countries try to attract large multinational corporations to become equity holders in domestic companies or to set up partly or wholly owned subsidiaries.
