Industrial Pollution Control

The numerous laws enacted and policy statements issued in the last 30 years or so to check environmental degradation and the numerous institutions set up to implement these laws, have failed to control the pollution. The entire effort holds the command and control type regulations and enforcement of standards to be sacrosanct. This paper is an enquiry into this failure. It looks into possible options including those from other countries.
