New Spark The Non-Aligned Movement (NAM) is among the driftwood left by the ebbing of the cold war tide whose continued existence, considering any difference it has made to international politics in recent years, can only be explained by inertia. So it was a pleasant surprise to find the 13th ministerial meeting of the organisation at Cartagena in Colombia from April 8 to 10, though attended by ministerial representatives of only some 50 of the 115 members, striking a refreshingly different note.
