Needless Displacement

SOME recent studies by Ashok Gulati seem to suggest that groundnut is a highly protected crop while wheat is a totally unprotected crop in India, This appears as a paradox when the following facts arc considered; (1) Cheap and assured supply of canal irrigation water is available to pure wheat ecologies which is absent in the case of pure groundnut ecologies. Not only that, rainfall in groundnut areas is also very low and highly erratic, both on an inter-year basis and intra-year basis, (2) 'Green revolution' has occurred in wheat but it is still absent in the case of groundnut whose yields are stagnant from the beginning of 1930s till today.
