DESPITE the much-hyped promise of India' s enunciation of its unique nucleardoctrine at the UN General Assembly, prime minister Vajpayee's speech there turned out to be a damp squib with repetition of the same old rhetoric about India's National imperatives and security obligations' that supposedly necessitated the May tests. While this was primarily for domestic consumption, to cajole the US he also made the appropriate noises about India's willingness to sign the CTBT and its commitment to global disarmament.
