Time for Fresh Initiative RECENTLY a proposal was floated by Mulayam Singh Yadav, the Samajwadi Party leader, for a Rs 2,000 crore loan offer by India to Pakistan to enable the latter to purchase goods and services from India on credit. It has been suggested that there was little more to Yadav's proposal than an attempt to consolidate his and his party's appeal to Muslim voters in this country. Against the background of the political stances Yadav has consistently adopted, this may not be an altogether uncharitable interpretation, Objectively speak- ing, however, a move along these lines could constitute an important initiative for a breakthrough in India's overall relationship with Pakistan, especially trade relations between the two countries considering the difficult balance of payments situation which Pakistan is currently facing.
