Away from Budgetary Pressure EVEN if the tortuous exercises in disinvesting a part of the government's holding in public sector enterprises have so far failed to yield either notable restructuring of these enterprises or significant revenue to the government, which has been the government's primary concern, they have produced a wealth of ingenious ideas and artefacts. The latest is the proposal to set up a so-called Special Purpose Vehicle (SPV) to which 51 percent of the shareholding in public enterprises would be initially transferred to be disposed of in the market in due course. Involved arrangements have been proposed for the ownership of the SPV and for raising the funds from which the SPV would pay the government for the shares transferred to it.
