after a decade. The previous strike lasted for little over a month over the Mehrotra Committee Report; this time the strike, which began on August 11, is over the Rastogi Committee Report. It is now becoming a pattern: studied indifference and inaction by the government; demands for constitution of a pay revision committee; conservative recommendation of the committee; appeals for modification and revisions by the unions; negotiations; breakdown in negotiations; and, stoppage of work. Conflict appears to be the dominant social mechanism for redefining the terms and conditions of work. Each conflictual context has its own dynamics.
