Disasters Waiting to Happen

IT is the remarkably smug arrogance of the human kind which classifies the death and devastation due to cyclones, floods or tornadoes as the outcome of natural calamities. That the unleashing of the forces of nature need not be calamitous if human agencies act responsibly is quite routinely ignored. The tragedy which is unfolding in Gujarat in the aftermath of the cyclone which hit the coast early this week is a case in point, And it makes a strong statement about the vulnerability of rapid and large-scale industrial development without adequate social development and against the backdrop of the state in retreat.
