a filtering process, not only is the hospital rendered inefficient, but patients get a bad deal. Moreover, illness patterns in cities are changing and becoming more intractable. The large burden of illness from infectious diseases is increasingly accompanied by a new spectrum of the so-called degenerative diseases, hypertension, cardiac problems, diabetes, neuro disorders and, with aging populations, diseases of old age, all of which need not only better diagnostic and curative equipment, but also better management by health personnel and by the patients.
