URBAN DECAY-Looming Large

Easy Virtue AFTER Meghalaya, the Himachal Pradesh government led by Virbhadra Singh has been the second Congress ministry to tender its resignation in quick succession. With the stepping down of Virbhadra Singh's government, the Congress has lost its only ministry in the northern states. The election results for 64 seats in the 68member house were inconclusive with the Congress securing 31 seats and the Bharatiya Janata Party (BJP) 28 seats. both falling short of a majority. Though the Congress succeeded in securing the support of the only independent candidate to be elected, the BJP with the support of two members of Sukh Ram's Himachal Vikas Congress (HVC) and two members of Himachal Kranti Dal, a splinter group of HVC, equalled the Congress tally of 32. In the circumstances, the governor, V S Rama Devi, has advised president's rule till June when a clearer picture might emerge after elections to the remaining four assembly constituencies and the Mandi Lok Sabha seat are completed. The BJP, on the other hand, is disparately wooing the independent candidate in an effort to break the deadlock and form its government.
