Pie in the Sky SHIV SENA chief Bal Thackeray maintained a studied silence on the Slum Rehabilitation Scheme (SRS) in his speech on Dussera day. It was on Dussera day two years ago that Thackeray had with the usual pomp and show unveiled the scheme for housing 40 lakh slum-dwellers of Mumbai and had last year ceremoniously handed over the keys to 1,189 tenements. But there was a complete absence of fanfare this year, the reasons for which are not far to seek.
