interests. However, there is much concern that the settlement will prompt tobacco industry into giving an extra push to their search for new markets especially in Asia and east Europe and among member countries of the CIS where protective legislation is yet to make an impact. It is of course true that in India for instance, the number of smokers is growing very sharply. However cigarette smoking accounts for only about 19 per cent of tobacco consumption, beedis about 50 per cent and the rest in other forms. It is possible that with more at stake now than before, the tobacco industry will pursue its campaign to persuade the government to reduce the tax burden on them more vigorously, so as to enable it to compete successfully with the beedi sector. It is however a moot point whether they will be able to substantially expand the market.
