the National Human Rights Commission (NHRC) directing all state governments to immediately institute inquiries by an independent agency like the CID of all police encounters leading to deaths. Expressing concern over reports of increasing 'false encounters' indifferent parts of the country, the NHRC chairman has stressed that if the probe led to the prosecution of police officers, the government should consider the question of granting compensation to the dependents of the victims. Although falling much short of what is required to rein in the totally ill- disciplined police force, even these steps suggested by the NHRC are being opposed by police personnel.
