AN objective and in-depth review of economic developments since 1991 -92 is essential for assessing the impact of the economic 'reforms' on the nature and quality of growth and judging the direction in which the country's economy is headed. In this respect the Economic Survey 1995-96 is a great disappointment. So preoccupied are the authors of the Survey with their claims of having engineered "one of the fastest economic recoveries from a macro-economic crisis" that they have no use for inconvenient facts which do not fit their brief.
