THE ECONOMY-Questionable Claim

Development Agency (DRDA) in different states and the transfer of certain powers and functions with regard to various anti poverty programmes from the old body in each district. Jagannath Misra, the central minister in charge, had said at the time that not only would the elected head of the zilla parishad be the DRDA chairperson but also "no order shall be passed without his/her sanction and approval" even though executive and financial powers would rest with the district collector. This decision was made out to be a major change in that till now DRDAs, through which various poverty alleviation programmes were being implemented, had been under the administrative control of state governments. All proposals would hereafter be initiated and processed by the gram panchayats and samitis and be submitted to the zilla parishads and DRDAs.
