However, Indian legislative history is full of instances where laws have prompted articulation of needs in fact that would appear to be more the norm than the exception. The problem with such legislative change has been that they have been more or less deliberately so constructed as to limit the benefits which they profess to provide. The opportunity provided by its detailed consideration by a parliamentary committee must be used to ensure that the bill to provide for reservation for women in parliament is not attenuated in this fashion.
