On Contempt, Contemners and Courts Vinod Vyasulu For a society to grow and develop it is essential to build suitable institutions. The success of the east Asian 'tigers' is largely attributable to their ability to foster such institutions. On the other hand, this country's record in creating and nurturing institutions has been very poor. The issues raised by the recent order of the Supreme Court holding a principal secretary to the government of Karnataka guilty of contempt are a reflection of this general institutional decline and decay.
