of the two capitals at world conferences hides the deeper crisis that is devastating the two nations. Even as the Pakistani officials thundered against India's violation of human rights in Kashmir at the Geneva conference, back in their own country their government was behaving in the same way in their part of Kashmir, known in their parlance as Azad Kashmir' and in ours as Pakistan- Occupied Kashmir (POK). Reports about repression on Kashmiris in PoK are trickling out, and although it has not yet perhaps reached the dimensions of the all- out war that New Delhi has launched against those Kashmiris who want in- dependence, it may soon assume an equally sinister character, knowing the ruthlessness of the military establishment of Pakistan which continues to influence the policies of Benazir Bhutto.
