Second, a three-point initiative, a direct outcome of the solution of the debt question, has been offered by Russia to ensure the smooth supply of defence spares and equipment to India involving (i) a promise to improve the efficiency of the concerned manufacturing enterprises in Russia, (ii) promotion of joint ventures in either country to produce the required spare parts, and (iii) assurances on transfer of technology to India for indigenous production of the spare parts and equipment. Finally, a number of other agreements embracing different aspects of bilateral co-operation have been made possible by the understanding reached on debt repayment, including an assurance of fulfilment of Russia's contractual obligations for assisting India's space research.
