Measures of Poverty Suited to Design and Evaluate Poverty Alleviation Programmes T Krishna Kumar Using the rate of change of head count ratio to evaluate the performance of poverty alleviation is biased against those states or regions that are poorer to start with. It is, therefore, necessary to choose a better measure of poverty suited to evaluating poverty alleviation programmes. Such a new and simple measure of poverty is proposed in this paper.
