NORTH-EAST-Disturbing Portents

Selling 'Reform' WHAT purpose precisely is served by the annual ritual of the finance minister's highly-publicised pre-budget consultations with representatives of different interests and groups of experts? Of late, one major objective of the whole exercise is apparently to sell the government's structural adjustment policies and economic 'reform' programmes by creating the impression of wide-ranging support for them from the various interest groups as ostensibly expressed at their meetings with the finance minister. This is done by means of the official press releases, which then form the basis of reports in newspapers, purporting to give the gist of the views expressed by different groups at these meetings, but which in fact selectively project views and suggestions supporting the government's policies while blanking out those of the other kind.
