of 40 per cent of total bank credit and that the recent decline in this rate is bound to affect adversely the growth of the priority sector, which in effect, means the growth of agriculture and small-scale industry. The major point, of course, is not whether the banks can meet the credit requirements of these two sub-sectors but whether, under the new so-called liberalised financial sector regime, the banks will at all feel obliged to cater to these sub-sectors.
