not wishing the commission to openly iri- fringe the limits of the constitutional authority vested in it, the party in power would want it to act, as far as possible, on the orders of the government. The commission, however, is an autonomous body and, as such, it is well within its powers not to take orders, if it so desires, from the government of the day; constitutionally, it has only to co-ordinate its activities with those of the government in the matter of organising the elections.
