Winnability Is All J V Despande By putting up a large number of candidates in the assembly elections in UP and the other northern states to split the anti-Congress vote, the Shiv Sena has again provided the answer to the question why Congress governments in Maharashtra have never taken any legal action against it-and never will COMES the time, comes the man. At the election time, several of them come, from several parties and independently also; all eager to serve their country, their party and whoever else. In the forthcoming elections to the state assemblies in UP, MP and elsewhere in north India, on the average there are more than 10 candidates to each seat, even after the last date of withdrawal. Even some parties have more than one candidate for the same seat in a few places.
