S R Sen The needed reform of our political system would cover several areas and there are bound to be many alternative proposals. This article has the limited objective of setting out one set of possible solutions within the basic structure of our Constitution, more as a starting point of the debate needed for reaching a consensus than as a definite prescription for a consensus.
