Technical Education and Industrial Development in Madras Presidency Illusions of a Policy in the Making Padmini Swaminathan In July 1886, Macdonnell, the home secretary drew a note examining the condition of technical education in the various provinces and the steps taken by each local government to give effect to the 1884 orders of the government of India enforcing the necessity of improvements in the matter of practical and industrial training. This paper attempts to bring out the educational manifestations of colonialism through a study of the development of technical education in the Madras presidency.
