Opposition Upstaged THE compulsions of practical politics are yielding some bizarre outcomes. With the prime minister, practised in the art of creating contradictions, seizing the opportunity offered by the crisis afflicting the 'opposition' parties the Congress has discovered that precarious parliamentary strength need not come in the way of indulging its penchant for unilateral action. There is no denying that within the constraints of limited manoeuvrability that the composition of the 10th Lok Sabha imposes the Congress has grabbed the initiative and in making this possible the non-Congress parties have been as derelict as the Congress has been sophisticated.
