Hunger in Kalahandi Blinkered Understanding

THE 1980s have brought Kalahandi into the national mainstream. The recurring drought, the starvation deaths, the selling of human beings and the distress migra-tion drew the country's attention. The then prime minister visited the districts, a special cell was opened in the PM's office, a crash programme called ADAPT was introduced. The starvation deaths brought Kalahandi into the corridors of Supreme Court, through a public interest litigation petition, and a commission of enquiry was set up.
